Un-obligated Balance
Funds not used by the completion of a grant's project period. Grantees must report un-obligated balances over 25 percent of total costs to the grants management specialist. Grants awarded under expanded authorities may carry over un-obligated funds from one budget period to another within an approved project period without prior approval, as stated in the Notice of Award.
Unscored
In the Center for Scientific Review peer review process, applications judged by a study section to be noncompetitive are generally in the lower half of the applications to be reviewed. These applications are not given a priority score, although they are reviewed and applicants receive a summary statement. Between FY 1992 and FY 1995 the term "Not Recommended for Further Consideration" (NRFC) referred to noncompetitive applications.

NOTE: Portions of the NIH Reporting Glossary are works-in-progress with the goal of capturing reporting concepts for NIH-wide use. Critical definitions will be approved by the Extramural Data Management Council. Draft definitions in the glossary are based on multiple NIH sources.
